Warning to Level 2 ASP's - Are you complying with Safety Observer Requirements?

Ausgrid has recently brought to NECA's attention the lack of understanding and compliance with safety undertaken by ASPs by not attaching or complying with Safety Observer requirements as per Ausgrid’s Safety Observer Requirements.

Level 2 ASPs need to update their SWMS with the page referring to safety observers on page 4 of NECA SWMS A100 v5. 

Ausgrid has requested that Level 2 ASPs in conjunction with NECA maintain a safe work practice regarding a safety observer and rescue person when working live. However, there is an exception in Ausgrid’s ESRs in Section 9.5.4 Part F. Please ensure that if you are mitigating the need for a safety observer that it is with due regard for your safety and others around you. 

NECA recommends the exception is to be only applied under the ESRs for testing only at the POA provided that the appropriate controls are in place. This must be documented on the Hazard Assessment and shown. Please check that your current SWMS and Hazard Assessments and update them.
