Failure to Comply with CCEW Forms may result in a penalty

The NSW Gas and Electricity (Consumer Safety) Act 2017 and corresponding Regulation 2018 requires that any electrical installation work must comply with the current version of the Australian/New Zealand Wiring Rules (AS/NZS 3000) as well as the current version of the NSW Service and Installation Rules.

The electrical contractor must ensure:

  • All work is tested and verified for compliance with the results recorded on a Certificate of Compliance Electrical Work (CCEW) Form.
  • For all electrical work, a completed copy of the Certificate of Compliance is given to the customer or other person for whom the work was carried out, within seven days from testing the work.
  • For new Installations or other types of work that require Electricity Distributor authorisation before connection to the supply, send a copy to the designated contact of your local Electricity Distributor as well as the NSW Regulator – Fair Trading.

 

Note that some Distributors allow emailed forms while others only allow Compliance Certificates to be uploaded through their Contractor or ASP Web portal/App.

  • For alterations that require changes to the network connection, the Distributor and NSW Fair Trading.
  • Work on a switchboard or associated equipment, the Distributor and Fair Trading.
  • For other general electrical work, see the Table below for CCEW requirements.
  • If the work involves new Stand-Alone power systems, email a copy to NSW Fair Trading meterccew@finance.nsw.gov.au
  • If you are a Meter Installer and the work involves the installation, alteration or replacement of electricity advanced (smart) meters, download a copy of NSW Fair Trading’s CCEW PDF Form and email the completed copy to NSW Fair Trading meterccew@finance.nsw.gov.au
  • A copy of the Certificate of Compliance Electrical Work is retained for at least five years.

 

NOTE: ‘On the spot’ penalty notices may be issued, or prosecutions conducted, for a number of offences including:

  • Failure to provide a copy of the Certificate: $1000,
  • Failure to install wiring as per the Technical Standards: $550,000

 

HOW TO PURCHASE A CCEW FORM

The decision by NSW Fair Trading to move to an On-Line CCEW has been deferred for 12-24 months, most likely late 2020.

The existing three-part printed CCEW set will continue to be accepted, during this period, together with a new improved four-part form set available from late March 2019.

The addition of a fourth copy has been included for use, where there is a requirement under the new NSW Gas & Electricity (Consumer Safety) Regulation 2018 to now notify NSW Fair Trading with whenever a CCEW is given to the Distributor, additional to the Customer, Supply Authority & Contractor copies.

The CCEW booklets will continue to be produced and distributed by NECA, and available to contractors for purchase from electrical wholesalers.
