Smoke Alarms, Emergency Lighting and Form 16s

Members may have heard about recent advice from the QBCC stating that electricians can no longer sign Form 16s without a QBCC licence as well as their Electrical Contractors licence.

NECA has now obtained a legal opinion on this as the advice was given by a relatively junior officer of the QBCCs Mackay office. The legal opinion is available to you by clicking here.

The advice suggests you confirm that you are a competent person to do electrical work with the Building Certifier as part of this process.

If a builder wants you to sign a form 16 to get paid NECA believe that there is no impediment for you to do so as a competent person with an electrical contractor’s licence as long as you make it clear on the form that you “have installed the system to AS3000 in accordance with in compliance to Drawing ABC dated the XX/XX/XX “. We believe our legal advice supports this contention.

This makes it clear you are not certifying the design just stating the system is installed to AS3000. NECA suggest you attach a Certificate of Testing and Compliance under the Electrical Safety Regulation to support your form 16 which can be found at here.
